Sun, I dont think its Spanish/South American culture. Its just greed. Its all over the world and anytime a loophole exists most people will take it.

Loopholes, sure. We have Trump in America as the personification of that. But he doesn't do it illegally, he takes advantage of a system that (like it or not) caters to wealthy, successful people. The tax codes of most other nations are not set up like that, so wealthy people in other countries have to illegally dodge taxes. There's a massive legal difference between loophole and dodge.

I have heard that certain nations, such as Panama, have laws that outright allow people/firms to dodge or pay negligible taxes. Hence the Panama papers that included names such as Lionel Messi.
