As for the VR, it's either right or wrong. Mata was offside by a hair, but was offside nevertheless. That's the reality of it, like it or not. That's why it's going through a trail period, to see if the English culture can handle it.
Wasn't the German VAR system coming under fire too, from fans, after the head of the VAR system in the Bundesliga was fired for corruption? I guess German culture is having some trouble handling it.
Personally, I think VAR is problematic, but could be useful regardless. It's the sort of thing which plays well in sports like the NFL or NBA, but for a free-flowing organic sport like football it kinda disrupts the game by turning refereeing decisions into a committee. Maybe at current levels of organization, at least.
If they can avoid that, the 'culture' should handle it just fine.
Goal-line tech/offside decisions are not up to interpretation. They are either one way or the other. If the English or Spanish soccer culture cannot adapt to those decisions, then they sure as hell won't be able to adapt to what would come after, which is pens/red cards, which are still decisions MADE BY A HUMAN, just with the assistance of every angle possible and in slow-mo.
But aside from that, if Spain can't see the benefit of goal-line tech, that's just blind imo. This offside by Mata was a good one to get the conversation in England going as well, because that's the reality. I have no idea why they threw those convoluted lines up on the broadcast, that's where most of the shit has come from, the actual lines are posted in the comments here by a different user.
