I suppose you're right with the underestimating part. It's what most stronger opponents do against Switzerland (e.g. Spain, Argentina, Brazil etc.). But I wouldn't say Slovenia deserved the win. Of course you can defend the whole game and maybe if you're lucky get a penalty and win the game. But you can't call that deserving a victory. If everyone did that, every game would end 0:0, cause no one would attack... ever. So in a world of football, Switzerland would've deserved the win.

Well in real world Greece won Euro 2004 with the same tactics you're describing and saying it would lead every game ending with 0:0.
