How are world cup round of 16 ties decided? In champions league you have the 1st team of a group vs a 2nd placed team of any group. In the world cup it is confusing since there is no ball draw. Can somebody explain it to me

The team get drawed into group, however, its already decided which 1st will play which second. For example, Spain knew they would play the second team from group A if they finished first of group B, etc...
