Icardi's goalscoring rate with Inter at .63 is considerably above Higuain's .54 for Juventus and .56 for Real Madrid, only below Higuain's .68 rate for Napoli, but not by much.
More importantly, Icardi is 25 and highly motivated with undeniable poaching skills, something that Argentina could have definitely used in the WC.
Alienating him from the national team this early in his career because of personal issues is a ridiculous way to treat what is likely to be Argentina's best choice for a number 9 for the foreseeable future.
You're saying that given the same age, Icardi has a better scoring rate at a worse club (Inter) than Higuain did for a better one (Madrid). Which is true, so I guess you agree then that Icardi is better.
Playing with better players should provide a player with more opportunities to score overall. You can argue that he was playing in more of a service role (which is a laugh, Higuain assisting Ozil? Really?) But we're unlikely to agree on anything subjective like that.
The fact however is that the Italian league is more defensively minded than the Spanish league, which makes Icardi's scoring rate even more impressive, their competitiveness difference actually argues against your point when you look at Higuains scoring rates over the years.

Secondly did you even watch the Madrid Dortmund game in the second leg look at higuain and his ghosted reverse pass to ozil which ozil missed tell me higuain doesn't assist ozil now. Doesn't matt4r if it's defensive minded or not. Chelsea is a defensive team and Messi managed to score 3 on them last season. If icardi was so good he would be able to break down buses with no sweat however he ain't got the skill to do so
