It happens from time to time. Milan is more in trouble, Inter has changed ownership recently and since then we are slowly getting better. EPL has the advantage of the crazy TV rights contracts so the worst EPL team gets the same money a top Serie A team gets for TV rights. This is why for EPL teams it's easier to recover from the end of an era (see how much United spent after Ferguson).
