They are U23 but each team got the right to put no more than 3 senior players. That's why only Giggs, Bellamy and Richards are in.

yes I do think with Beckham and Bale GB it would've been enough to beat Senegal U-23, and let me remind you that players like Johan Cruyff never won a world cup and and yet he's 1 of the best or do you mean to tell me that whoever wore the #14 jersey for England in the '66 was better than Cruyff or Messi or CR7 or even Lampard just because he has a world cup????
